Minister Mchengerwa issued this directive on 12 August 2024, during his visit to the Kigoma region. He convened meetings with the staff of the Regional Governor’s office, as well as executives from various public institutions at the regional and district levels.

Minister Mchengerwa stated that the general public is awaiting the completion of development projects in their areas and expects to see these completed in a timely manner. Therefore, there is no justification for the postponement of these projects.

“Her Excellency President Dr. Samia Suluhu Hassan, through OR-TAMISEMI, provides substantial financial resources to facilitate the implementation of projects across the country. “As executives, we have no valid reason for the delay in implementing development projects,” stated Minister Mchengerwa.

He further stated that his office would not countenance any executive who failed to fulfil their responsibilities. It is incumbent upon all executives to prioritise the well-being of the community and to address the concerns of citizens.

“The directors and I have reached an agreement that all projects related to OR-TAMISEMI must be completed by 30 December 2024. The district heads will be responsible for monitoring the progress of these projects. Such projects are the responsibility of the aforementioned parties; therefore, should any issues arise, it will be assumed that the relevant individuals are directly involved. “It would be remiss to place the entirety of the blame on the directors,” stated Minister Mchengerwa.

Moreover, Minister Mchengerwa articulated his aspiration to observe executives engaged in the assessment of each project within their respective districts in collaboration with a consultant. By providing firsthand information, they can contribute to the implementation of necessary improvements in a more effective manner than would be possible by relying solely on local sources and the media.

Additionally, Minister Mchengerwa encouraged the executives under his authority to assume a leading role in driving progress.
