Dr. Hamad Omar Bakari, representing the Head of the South Pemba Region, Hon. Mattar Zahor Masoud, has formally inaugurated the National Legal Aid Campaign for Mama Samia in Micheweni District. This campaign is not merely a programme; rather, it represents a commitment to providing hope and support to those who are most in need.

The campaign, named after Her Excellency, President Dr. Samia Suluhu Hassan, has the objective of providing free legal assistance to the most vulnerable groups within society, including women affected by gender-based violence, children, and the impoverished. This is illustrative of Tanzania’s commitment to the protection of its citizens’ rights and the assurance that justice is not a privilege but a fundamental entitlement for all.

The launch event marked the commencement of a three-year initiative, scheduled to conclude in February 2026. It will be implemented across all regions of Tanzania, including both the mainland and Zanzibar. The intermediate results include the reinforcement of the legal aid service delivery system, extending from the central government to the local level. In the near term, the campaign is expected to result in an increase in the number of individuals reporting incidents of violence against women and children, as well as a reduction in conflicts and incidents arising from a lack of legal understanding. Moreover, it will enhance the accountability and capacity of government and non-governmental institutions that provide legal aid services.

Launch and Regional Implementation

The campaign commenced in Dodoma City on 28 May 2023, following its inauguration by the Prime Minister of the United Republic of Tanzania, Hon. Kassim Majaliwa, on 27 May 2023, in Dodoma. The implementation schedule for the campaign in 2023 across the regions has been meticulously planned in order to ensure regional balance.

It is anticipated that, as the campaign progresses, ten wards will be reached per council, with three streets or villages per ward. It should be noted that, due to circumstances beyond the control of the service providers, there may be a reduction in the number of streets/villages covered in some areas. The National Electoral Commission (NEC), an independent government institution established in 1993 under Article 74(1) of the Constitution of the United Republic of Tanzania of 1977, is also contributing to this commendable initiative.
